Huishan National High-tech Incubating Service Center of Wuxi was founded in October of 2006. At present, the high-end innovation-type incubation chain integrated with State-level Maker Space- State-level High-tech Business Incubator- Jiangsu Science-and-technology Enterprise Accelerator- State-level Characteristic Industry Base- Jiangsu Technology Entrepreneurship Incubation Chain has been successfully built, and the integrated development mode of technology research and development+ entrepreneurship incubation+ achievement transformation+ application industrialization has been formed.

Meanwhile, on the basis of the Center for Innovation, Huishan Overseas Students Pioneer Park in Wuxi was founded in October of 2006. In 2007, it was identified as the Provincial Overseas Student Pioneer Park by Jiangsu Provincial Personnel Department. In 2018, it was also honored "Overseas Chinese Based Service Demonstration Unit" by Overseas Chinese Affairs Office of the State Council.

At present, in terms of introduction of overseas returned talents, Huishan Overseas Student Pioneer Park has accumulatively introduced 1 "The Yangtze River Scholar", 9 national "Thousand Talents Program" talents and 1 national "Hundred Talents Program" talent. Above state-level talents have the background of studying abroad. 44 talents including 18 of "Entrepreneurship and Innovation Plan" of Jiangsu, 11 of "333 Project" plan of Jiangsu, 9 of "Doctor Agglomeration" plan of and 6 of "Top 6 Talents Peak" of Jiangsu have been listed in Jiangsu Talents Assistance Plan. Meanwhile, there are 71 municipal-level talents of "Oriental Silicon Valley" of Wuxi including 33 overseas returned talents and 32 new overseas-Chinese enterprises established by returnees.
